AMMENDMENT – NAVIGATION NOTICE 7251-2
2016-2017 Extended Navigation Lock Outage

RETURN TO SERVICE OF MCNARY, LOWER MONUMENTAL AND LOWER GRANITE NAVIGATION LOCKS

The U.S. Army Corps of Engineers, Portland and Walla Walla districts, conducted an extended lock outage of the Federal Columbia-Snake River Navigation System (CSRS) to perform extensive, non-routine repairs and maintenance from December 12, 2016 through March 20, 2017. This extended lock outage was a coordinated effort between the Corps districts and CSRS stakeholders.

McNary Lock and Dam – Columbia River Mile 292 Chief Operator on Duty 541-922-2231
Returned to service at 16:45 PST on March 17, 2017.

Walla Walla Navigation Locks on the Snake River at the following sites are returned to service as of 14:30 (2:30 PM) PST on March 20, 2017.

Lower Monumental Lock and Dam – Snake River Mile 41.6 Chief Operator on Duty 509-282-7231

Lower Granite Lock and Dam – Snake River Mile 107.5 Chief Operator on Duty 509-843-2231

NOT RETURNED TO SERVICE: Ice Harbor Lock and Dam – Snake River Mile 9.7 Chief Operator on Duty 509-543-3231

During operational commissioning/testing on March 15, 2017, Corps and Contractor personnel discovered loud, unusual noises associated with the gate lifting mechanisms in both towers that could negatively impact safe navigation lock operations. Staff continues to assess the cause of these noises and determine potential fixes. The targeted return to service date at the Ice Harbor lock is now March 23, 2017 at 2359 (11:59 PM) PST. Updates will be provided as more information becomes available.

NOT RETURNED TO SERVICE: Little Goose Lock and Dam – Snake River Mile 70.3 Chief Operator on Duty 509-399-2233 x231

The most recent schedule assessment for Little Goose indicates an anticipated completion of the gate repairs no later than March 31, 2017. The government will require two days following that to water up and test the lock. The targeted return to service date at Little Goose’s lock is now April 2 at 2359 (11:59 PM) PST, barring any further complications with the work. Updates will be provided as more information becomes available.

The Walla Walla District intends to provide weekly Navigation updates by teleconference at 1300 PST on March 23 and March 30, 2017. The teleconference dial in instructions are as follows: Dial 877-848-7030; Access Code: 4909700; Security Code: 7020.
