Confluence Fiber Communications Leadership Teams Announced

March 29, 2026

LEWISTON, IDAHO – The Port of Lewiston and Pivot-Tech Development, Inc. have announced the establishment of a Board of Directors and Confluence Advisory Group for Confluence Fiber Communications (CFC), the nonprofit organization that will oversee the expansion and operation of the Lewiston community broadband network.

“To effectively meet a transformational community need requires local leaders who are committed to the future prosperity of the region,” said Port General Manager Scott Corbitt. “Each individual selected for these Confluence teams shares a dedication to delivering reliable, high-speed internet access for our residents.”

Confluence Fiber Communications is a newly formed nonprofit dedicated to building, operating, and maintaining the Lewiston community fiber network. Established through a partnership between the Port of Lewiston and Pivot-Tech Development, CFC will oversee completion of the city’s fiber infrastructure to ensure residents have access to affordable high-speed internet.

To guide this effort, a Board of Directors and a Confluence Advisory Group have been established.

The CFC Board of Directors includes community members Travis Myklebust, former Lewiston fire chief and current Fire Science professor at Lewis-Clark State College; Mary Hasenoehrl, former Port of Lewiston commissioner; and Telly Stanger, CEO of Clearwater Power. Completing the board are Jen Blood, operations manager at the Port of Lewiston, and Paul Plofchan of Pivot-Tech, who bring operational and technical expertise.

“Accessible, high-quality internet is essential in today’s world—from healthcare and public safety to education and industry,” said Myklebust. “It is a critical component of quality of life in our community.”

The CFC Community Advisory Group provides community insight and engagement support to Confluence Fiber Communications management while strengthening connections with local citizens and businesses. Members include Matt Mellinger, President, Northwest Fourslide; Michelle Ralston, owner of Advantage Advertising; Michael Collins, former Lewiston mayor and current track coach at Lewis-Clark State College; Bert Sahlberg, Communications Manager for Clearwater Paper Corporation, Lewiston site; and Scott Corbitt. Each member represents stakeholders invested in the future of community broadband.

“This network is about more than connectivity,” said Sahlberg. “It’s about positioning Lewiston for the future— supporting local businesses, enabling innovation, and keeping our community connected in meaningful ways.”

The project will be funded through municipal revenue bonds, with no cost to taxpayers or local government. Once the bonds are repaid through network revenue, ownership will transition to the community—helping ensure affordable service for years to come.
